Higher Tier Cooking Programs
Electric Cooking Scale and Support Program with support from UK AID (2024 – 2026)
The program is implemented by a consortium of partners, led by the Ministry of Energy and Mineral Development, with technical and financial support from the UK Government and Modern Energy Cooking Services (MECS). Project components include;
- Establishment of a Clean Cooking Unit: A high-impact Clean Cooking Unit will be set up within MEMD to coordinate national efforts and attract financing for clean cooking initiatives;
- Supply Chain Development: The program aims to create a sustainable supply chain for 10,000 high-quality electric cooking appliancesacross Uganda, ensuring accessibility and affordability.
- Training and Capacity Building: At least 600 technicians will be trained in the repair and maintenance of electric cooking appliances, enhancing local capacity and job creation.
- Standards and Labelling Program: A national standards and labelling program will be developed to ensure the quality and safety of electric cooking appliances.
- Institutional Pilots: The program will pilot electric cooking solutions in 100 schools, promoting the adoption of clean cooking technologies in educational institutions.
- Behavioral Change Campaign: The program will implement a nationwide behavioral change campaign on electric cooking through tailored communication to different segments of the public.
- Addressing Barriers towards access to clean cooking in informal settlements: The program will implement a blend of activities to advance clean cooking in informal settlements including awareness creation and supporting the private sector to establish last mile supply chains.

Uganda Biogas and eCooking Program with support from the African Development Bank (AfDB) (September, 2025 – August, 2030)
The program is implemented by the Ministry of Energy and Mineral Development with technical and financial support from the African Development Bank. Project components include:
- Biogas for public institutions:Construction of 47 biogas plants for schools, markets, and farming communities, aiming to replace charcoal and fuelwood use in these facilities by up to 50 per cent.
- Electric cooking adoption:Provision of approximately 77,000 affordable electric cooking (eCooking) devices in major urban centres to spur large-scale uptake.
- Support market development:Establishment of standards, repair and maintenance services, and distribution systems for eCooking appliances.
- Technical assistance and training:Capacity building to support implementation and scale-up.
- Bio-slurry market development: Conducting research on application of various substrates to produce a rich organic fertilizer.

Electricity Access Scale Up Project with support from the World Bank (July, 2023 – June, 2027)
The Ministry, with support from the World Bank and in collaboration with the Uganda Electricity Credit Capitalization Company (UECCC) is implementing the Electricity Access Scale Up Project nationally. Project Components include:
- Grid Expansion and Connectivity;
- Financial Intermediation for Energy Access Scale-up;
- Energy Access in Refugee Host Communities;
- Project implementation Support, Affordable Modern Energy Solutions and Gender mainstreaming;

Strengthening the Entrepreneurial Ecosystem for the Clean Cooking (SEE-CC) program with support from GIZ & SNV (January, 2021 – December, 2025)
The program is implemented by GIZ and SNV Uganda, co-financed by the Dutch Ministry of Foreign Affairs, the European Commission, the Danish International Development Agency (DANIDA). The project has the following components:
Higher Tier Cooking Component (HTCC)
The project aims to further strengthen the supply side of the clean cooking sector by helping small and medium-sized enterprises improve their business operations, get access to finance for scale and innovation and by helping build an enabling environment in support of clean cooking. The solutions of the programme include higher-tier (3, 4 and 5) cookstoves such as electric cookstoves and advanced biomass stoves. Transforming Humanitarian Energy Access (THEA) programme with support from UK AID (FCDO) (2024 – 2026)
The Transforming Humanitarian Energy Access (THEA) programme aims to support a shift towards more sustainable energy delivery models in humanitarian settings and to increase access to clean energy solutions for displacement-affected communities. THEA is implemented by Mercy Corps in partnership with Ashden and the Global Platform for Action on Sustainable Energy in Displacement Settings (GPA) and is funded by the U.K.’s Foreign, Commonwealth and Development Office (FCDO) via the Transforming Energy Access platform and managed by the Carbon Trust. The SUSTAINED project (2025 – 2027)
The SUSTAINED project aims to advance clean cooking in 5,000 households in refugee and host communities. The components of the project include;
- Support to Energy Service Companies (ESCOs) to establish themselves in the refugee settlements.
- Develop tailored financing products for refugee communities to support both the suppliers and consumers of the clean cooking technologies.

Enabling African Cities for Transformative Energy Access Scale Up (ENACTUS) Project with support from UK AID
The ENACT Uganda Scale-up project (ENACTUS) supports the creation of an enabling environment for the private sector to work with local governments in improving access to clean cooking for the urban poor living and working in informal settlements within the Greater Kampala Metropolitan Area and wider Uganda.
Project components include;
- Build capacity at all levels of governments on energy access in informal settlements;
- Catalyse the private sector’s involvement in testing and implementing sustainable models for improved delivery of clean cooking interventions;
- Address finance barriers experienced by consumers, the private sector, and the public sector in enabling scaled clean cooking access;
- Disseminate knowledge to share lessons for scaling up and replicating interventions in urban areas across sub-Saharan Africa.
