Request for Expressions of Interest: eCooking Subsidy Consultancy

The Government of Uganda, through the Ministry of Energy and Mineral Development, has received funding from the African Development Bank to support implementation of the Uganda Biogas and Electric Cooking Project. Part of the funding will be used to procure consulting services for the design and delivery of an electric cooking subsidy program.

Assignment Background

The consultancy will support the Targeted Subsidy Program for electric cooking appliances under the Uganda Biogas and Electric Cooking Project. The program aims to accelerate adoption of clean cooking by supporting deployment of up to 77,000 energy efficient electric cooking appliances in major urban centers across Uganda.

The subsidy mechanism will reduce retail prices by up to 50 percent to improve affordability and enable households to shift from traditional biomass fuels to cleaner cooking solutions. The assignment will also generate evidence to guide future government policy on clean cooking subsidies.

Scope of Services

The consulting firm will provide technical expertise in result based financing mechanisms, clean cooking market development, financial modeling, competitive procurement, and performance based disbursement systems. The assignment will engage the private sector to expand markets, increase supplier participation, and support consumer adoption of electric cooking technologies.

Eligibility and Shortlisting Criteria

Interested consulting firms must demonstrate:

  • At least five years of experience designing or implementing result based or performance based financing programs
  • Proven experience in clean cooking or renewable energy projects, preferably in sub Saharan Africa and Uganda
  • Expertise in RBF design, stakeholder engagement, monitoring and evaluation
  • Experience aligning clean cooking programs with national policies and regulatory frameworks
  • Strong financial and fiduciary capacity to manage large scale programs
  • Compliance with legal and regulatory requirements in Uganda
  • Experience in capacity building and training
  • Commitment to gender and social inclusion
  • Use of data driven and innovative approaches in program delivery.

Selection Method

The consultant will be selected using the Quality and Cost Based Selection method in line with procurement regulations. Firms may associate with others through joint ventures or sub consultancy arrangements.
