Uganda’s Clean Cooking Investment Prospectus

Kampala, Uganda. The Ministry of Energy and Mineral Development, through its Clean Cooking Unit partners with the International Renewable Energy Agency (IRENA) to develop a framework for development of Uganda’s Clean Cooking Prospectus

Introduction

The Ministry of Energy and Mineral Development, in collaboration with IRENA hosted a week long mission from 24th to 28th November, 2025 in Kampala, Uganda, focused on strengthening the Clean Cooking Unit’s coordination role in Uganda’s Clean Cooking Sector. The event brought together key stakeholders including government officials, NGOs, entrepreneurs, the private sector and clean energy advocates to discuss a framework for development of Uganda’s Clean Cooking Investment Prospectus.

Event Highlights

The event featured a diverse program including:

  • Keynote speeches by the representative of the Permanent Secretary and Coordinator of the Clean Cooking Unit, Eng. Herbert Abigaba and the representative of IRENA on the Mission, Ms. Caroline Ochieng.
  • Panel discussions on topics including the policy environment, the energy refugee response plan, clean cooking strategy, energy transition plan, vision 2040, cooperative government to government development frameworks and carbon frameworks, Development Partner strategic plans, the Private Sector capacity and service delivery in clean cooking.

Key Outcomes

The event resulted in several important outcomes:

  • Draft framework of the Clean Cooking Investment Prospectus, the mission developed a draft of the framework for the prospectus.
  • Strengthened Coordination, the Clean Cooking Unit continues to provide leadership in unlocking opportunities in the clean cooking sector through providing platforms for consultative and joint planning by different actors.
  • Stakeholder alignment and shared vision, keystakeholders including Multi-lateral MFIs, Bilateral DFIs, Impact Investment Funds partners, Climate Funds partners, Trust Funds Partners, NGOs, Ministries, Departments and Agencies (MDAs), Humanitarian Organizations, and Private Sector Associations.
  • Identification of bankable projects, through stakeholder consultations, bankable projects in Uganda’s National Development Plans and Strategic plans of different partners were identified.

“Clean Cooking has the ability to contribute directly to socio-economic development as it impacts on livelihoods, health, gender and the environment,” said Eng. Herbert Abigaba, Coordinator – Clean Cooking Unit.
